Institutional Mapping of Online Audiovisual Media Governance in Iran

Abstract
Considering the importance of institutional-functional mapping of the media sector in Iran, it can be stated that one of the prerequisites for policymaking is that all the actors and constituent elements of this system are identified based on governance functions and the relationships, placement, and interactions between them are examined and analyzed. Therefore, the main goal of this research is to map the institutions active in the governance functions of audio and video media in Iran. Modern governance itself includes various functions of policymaking, facilitation, regulation, service provision, and resource redistribution. This research has examined the existing institutions in the governance of audio and video media in Iran by mapping them according to governance functions and has analyzed the actors based on the stakeholder analysis model. Mapping of active media institutions based on the goals of governance functions was drawn through interviews with 14 media experts and specialists through purposive sampling till theoretical saturation with questionnaire, at the levels of governance institutions (supra-branch), the three powers of government, the legislature (the parliament), and the judiciary, and the public, non-governmental, and private sectors. As a result, the main players were analyzed horizontally, vertically, and holistically based on the stakeholder mapping analytical model. Finally, policy recommendations were presented to move towards the path of policy development and strategic management of the country's media arena, and specifically, the field of online audio and video media, based on governance functions and the institutional sector.
