This research analyzes the categories that the Iranian parties to the conflict, Ayatollah Sayyed Ali Khamenei and Hasan Rouhani, used in their nuclear discourse to legitimize their own identity [= national] and delegitimize another identity in the context of the nuclear negotiations between the Islamic Republic of Iran and the P5+1 powers from 2013 to 2019, Because the aim of the present analysis is to design a coherent and systematic structure of the textual ideas of the Iranian nuclear file in confrontation with the other [= Western parties]. Throughout the course of this affair, the ideological conflict between Iran and the West was widely covered by the media, which, proportionally to their affiliations, generally treated this conflict in a biased manner. This issue did not correspond to the objective of the research; therefore, the search scope was broadened in order to find an impartial media outlet, until the newspaper Raialyoum was finally chosen as a reliable source, and its translations were analyzed from the Iranian nuclear views within an ideological intellectual framework. The research method is descriptive-analytic. The results showed that Ayatollah Khamenei’s nuclear discourse from 2013 to 2019 and up to the present day, regardless of the US president’s political affiliation and his viewpoint on the Iranian nuclear industry, was based on distrust of the United States and has not fluctuated. In contrast, Rouhani’s nuclear discourse, during his presidency, adapted somewhat to the positions of Western powers, which ultimately weakened his nuclear positions and achievements.
