With the expansion of information and communication technology in societies and the development of the World Wide Web, the concern for user participation in content creation led to more interactive communications and the emergence of new communication and information mechanisms on the global web. Given the importance of digital content, governments are striving to create native digital content ecosystems that align with their values. If we categorize a digital content ecosystem into three pillars production, distribution, and consumption the most crucial pillar is content production. Therefore, the objective of the current research is to identify and prioritize the obstacles to improving digital content production on domestic user generated contents. This research is a mixed-methods study. In the qualitative section, data collected from documents, library resources, and semi-structured interviews were analyzed using the thematic analysis method. Ultimately, 24 obstacles were classified into five overarching themes. In the quantitative section, a questionnaire was designed using the Analytical Hierarchy Process and distributed among 17 experts in the field of cyberspace. Two significant findings can be highlighted from this research: first, the pairwise comparison of identified variables within each domain and the prioritization of obstacles within each domain relative to one another; second, the integrated pairwise comparison of all obstacles. The findings indicate that "weakness in economic incentivization of domestic platforms," "lack of economic models on domestic platforms," and "weakness in the diversity of produced content" rank as the first, second, and third priorities, respectively.
